- The training and competence of personnel employed in helideck operations and the operating procedures.

There are three elements to a helideck inspection and in order to be able to issue a certificate they must all be satisfactorily addressed, these are:
- The physical structure and obstacle environment
- Support equipment including fire fighting facilities, radios, weather reporting systems etc.
- Personnel employed in helideck operations (their training & competence) and operating procedures used."
